3 yrs of many docs, PT, tests, imaging, studies, still have bilateral winged scapulas and chronic muscle pain in neck+shoulders. What to do? Tests=normal

It can be caused by several things such as muscular dystrophy (typically children), injury to the long thoracic nerve (would have to involve both sides so unlikely though this rarely seen with weight training), and damage to the upper spinal cord, which should be apparent on MRI of the cervical spine. Syrinx is one such cord injury that may develop over time in someone your age.
