In brief: No
There have been a couple of studies where parents applied a prescription (quinolone category) drop at bedtime in children with ear tubes who swam earlier in the day.
The alcohol in otc swimmer's ear preparations will cause pain and potentially cause hearing loss. As an ent, i only require plugs for swimming in lakes or oceans, not pools or bath time.

In brief: NO
Swim ear the over the counter medicine to prevent swimmers ear has alcohol and would sting alot in child with tubes.
Ear plugs should be worn when swimming. Otherwise don't put anything in the ear of a child with tubes other than what the doctor prescribes.
