In brief: See different things
Both tests are useful, but they serve different purposes.
Emg is a functional test that allows for the assessment of muscle irritability, as well as signs of nerve damage. It is fast, minimally invasive, and can be performed on multiple muscles in a single session. Biopsy is an anatomical test that is more invasive, but provides a deeper look at muscle structure.

In brief: Both have purpose
Emg/ncs give information about both nerve and muscle, but when it comes to muscle disease, needle electromyography can detect muscle disease, but often cannot further identify the subclass of muscle disease (and therefore the ultimate cause and diagnosis).
I recommend EMG testing as a first step, with follow-up muscle biopsy based on the EMG findings. Blood tests should also be considered.

In brief: EMG&MUSCLE BIOPSY
Emg shows the electrical activity of the muscle and muscle biopsy gives us the information to make a diagnosis of various muscle disorders, diseases of connective tissue and blood vessels, and certain metabolic and nerve disorders.
