In brief: Many possibilities
Three common possibilities are viral eruption, drug eruption, and allergic reaction to something.
There are other possibilities as well. That's the best i can do without seeing your daughter. Let your pediatrician or a dermatologist examine her and give you a precise diagnosis.

If the pink spots have been there since birth, they may be harmless birthmarks. These often become more visible when the baby cries due to the blood vessels getting bigger under pressure. If they are new, definitely have them checked. If they are old and still have not faded, definitely worth a chat w doctor about possible referrals-derm and/or eye doctor depending where they are.
