In brief: Usually not

Allergic rhinitis (hay fever) rarely causes headaches.
If you have severe nasal symptoms for several days the swollen nasal lining may interfere with frontal sinus drainage causing frontal pressure and if this continues the pressure can increase to pain. This process develops and resolves over many days. If you have the sudden onset of headache resolving in 24 hr, it is not allergy related.
