I recently had a spinal fushion in my neck. Had a titanium plate and screws put in. What damage from a 110, household electrical shock do?

The shock from an electrical outlet will not effect you any differently with the plate in than it would have without the plate.
Just be careful around electricity. Make sure you have rubber shoes on and use rubber gloves. Good luck.
