In brief: Both are Embryonal

Both neuroectodermal (pnet) and neuroblastoma (nb) come from undifferentiated primitive cells and arise out of the cells that form the nervous system. Nb comes from cells that form the peripheral nervous system, while pnet tumors come from cells that participate in the making of the central nervous system.
Thus, nb is found outside of the brain and spinal cord, while pnets are found within the cns.
