In brief: 6 weeks at earliest.

Because of the amount of inflammation that occurs as the cervix and uterus are healing and returning to normal after a delivery (vaginal or cesarean section) you should wait at least six weeks before having a pap smear.
Normally your obstetrician will perform one no sooner than 12 months after your last pap smear or in 3-6 months if you have had abnormal paps.
