In brief: Second opinion

With the symptoms that you have, and an answer that did not provide relief, you should obtain a second opinion, preferable from an ear, nose and throat specialist, as ear problems may produce these symptoms

In brief: Cervical strain

Certainly this may be just a cervical strain of the upper cervical spine.
Sometimes a tempomandibular (jaw) joint problem may cause similar problems. If you do not respond to conservative treatment further evaluations should be done

In brief: Neck pain

Persistent neck pain with skull and ear pain that lasts two months should prompt another evaluation and additional imaging to uncover the cause of the pain.
See your medical doctor about a referral to a neurosurgeon.
