I typically recommend baby oil or olive oil on the scalp for cradle cap.
After applying, gently loosen the flakes with a soft baby brush, and then wash your baby's hair. There are some over-the-counter cradle cap treatment kits available as well. If persistent, ask your doctor about dandruff shampoo used twice a week.

I find it helpful to cover the oil with a warm cloth to help it penetrate the dry flakes of skin. Be sure to wash the oil off after you loosen the flakes or it may agrivate the problem.
