Major Pediatric teaching hospitals will have Adolescent Medicine Specialists. But the care needed for a patient with Bipolar disorder is with a Psychiatrist or Child Psychiatrist (if the patient is a child). The diagnosis of Bipolar disorder is difficult in a child and a properly trained psychiatrist is needed. Contact a Children's Hospital near you for references.
