In brief: Get a diagnosis 1st
There are lots of reasons you could be short of breath.
Using an inhaler without knowing what the problem is could make you much worse. Also, there are several different kinds of inhalers. The most common, an albuterol inhaler, can help asthma but would make shortness of breath worse if due to your heart. And albuterol makes asthma worse if you overuse it. Get a diagnosis before you treat!
