In brief: Possibly...

Sinus problems can lead to bronchospasm which can result in shortness of breath.
You may cough mucous from post-nasal drip. The treatment, however, includes nasal sprays as well as inhalers to control the bronchospasm. See your doctor for diagnosis and treatment.

In brief: 2 different things

Sinus and nasal problems just affect things at the level of the mouth and above.
Chronic bronchitis is in the lungs and wouldn't cause sinus issues normally. A viral illness, however, can affect both things. It can give you excessive sinus and nose mucus along with lung issues like a productive cough. If it's not getting better after 5-7 days, make sure to see your doc! hope you feel better!
