In brief: Hardly ever works...
...In my experience.
Many patients come in with the string still wrapped around their tags. We usually cut them off with a sharp sterile scissors and cauterize the base (after numbing them up, of course). The potential for bleeding and infection is high for do-it-yourselfers; this is not something i recommend you try yourself.
