In brief: Likely yes, but

A person gets a diagnosis of learning disability due to the discrepancy between his/her IQ score and the actual ability to perform on academic tasks, not IQ itself.
In other words, people with learning disabilities don't necessary have low IQ scores. However, in general, can people gain a few IQ points if trained? My answer is yes, most likely.
