In brief: Bumps

Herpes labialis (cold sores) is very possible given the presence of preceding fever and the location of the bumps.
If they were present anywhere else, a viral exanthem (viral rash) would be considered. It may not be a bad idea to get a culture out of a lesion to find out the cause.
