In brief: Sounds like hives

Urticaria, hives, are caused by exposure to something the body responds to in an allergic response.
Pink raised areas that blanch when pressed, itchy is a typical hive. Anxiety can also be a cause. It could be from something that came in contact with upper thighs, perhaps new pants, new detergent, new scent. Most cases, cause not found. Rx with antihistamines. If very bad, may need rx w steroids.

In brief: Friction or Candida

The two most common causes of rashes on the upper thighs are friction (rubbing of one thigh on the other or clothing or both), and candida, which is a yeast infection.
Both can cause itching, but the "numb sensation" is a bit troubling; if you really are experiencing numbness, see your doctor right away.
