Tingling in left arm since waking up all day, shoulder to finger. Few small red blood vessel visible below skin on left side of chest. Heavy legs with little pain in both legs. Could this be linked?

In brief: Arm numbness

The symptoms that you describe may or may not be linked.
The numbness in the arm could be from sleeping in an awkward position. The heaviness (weakness?) in the legs is difficult to assess without an examination. See your medical doctor or a neurologist to evaluate your numbness and heaviness.
