In brief: 2% or whole

If your 2 yr old is nice and "soft", you can opt for 2%.
If he is very thin, stick with whole milk. I don't recommend fat free milk for children under 5, as they need fat in their diet to absorb vitamins and grow properly. But make sure they are getting plenty of GOOD fat in foods (fish, avocado, olive oil) and other healthy foods before they load up on milk and get full!
