Flaky scales with or without redness that can occur on scalp, eyebrows, around nose, cheeks, and chest is called seborrheic dermatitis.
In babies, it's often referred to as "cradle cap" and it's quite common and will usually resolve on it's own. In adults, it varies in severity, but is a chronic condition managed with anti-dandruff shampoos, anti-yeast medications and sometimes topical steroids.
