In brief: Examination
A physical examination by your doctor is usually sufficient.
There may be a swelling or soft bulge located near the umbilicus, and would protrude more if you do straining or heavy lifting.

Your belly button can be an "inny" or an "outey", but if it bulges when you bear down, you have an umbilical hernia: the smaller, the more serious, because it can trap a loop of bowel...that's when the surgeon is needed.

In brief: See a doctor
Your primary doctor or a general surgeon will be able to tell if you have an umbilical hernia.
If you have a bulge at your belly button that gets larger when you strain your abdominal muscles or lift something heavy, then you likely have an umbilical hernia. If so, see a surgeon about fixing the hernia.
