In brief: Not likely
As a spin off from a number of political/religious ideas, texas would like to ban all birth control.
It is very unlikely they would find themselves in the position of advocating this for any reason. I do find it interesting that texas like other "red" states has a much higher precentage of teen pregnancies, divorce, alcoholism, and all other indexes of social discord than do the blue states.
