Dentistry - Orthodontics
In brief: Almost never before
A very large percentage of orthodontic patients can be treated for crowding without removal of teeth.
In my own practice, i almost never have teeth removed before the braces are placed. The reason? The dentist or oral surgeon will never remove the wrong tooth (believe me, it happens). They never remove a tooth that already has a brace attached. Over-cautious, yes. Experience taught me the hard way.

Each situation is unique.
The only way to know whether or not teeth need to be removed is to get an orthodontic evaluation.

Pediatrics
In brief: It dfepends
Your orthodontist will make a plan based on the size of your jaw and your age.
Your jaw may still be growing, so those teeth may all fit, eventually.
