In brief: Community sources...

If there is a nearby university or post-secondary educational institution or community service center, you may be able to obtain free or reduced-fee services by going through their counseling department.

In brief: Graduate schools

A really great resource can be clinics that allow advanced graduate students in counseling to gain experience as they finish their studies.
They get credit hours and supervision (kept confidential) as they meet with you, and you get the benefit of low cost counseling. A down side is that the students are there for a few months to a year, so your therapist might change.

In brief: Insurance

Ask your insurance carrier about who is on their panel nearby where you live.
If you have no insurance, see if you qualify for either Medicare or Medicaid. Both of those organizations have mental health services and practitioners as part of their services.
