Circle on spots on my neck that are red and itchy?

Hard to tell. It would be very difficult to tell for sure what those spots are without seeing them, particularly in person. It could possibly be eczema, an allergic reaction to a soap, detergent, perfume, or jewelry, or even a fungal infection. I would recommend getting an in-person opinion from your doc, but in the meantime you can try some 1% Hydrocortisone cream on it to see if it helps the itching.

I am experiencing skin rash around neck quality: itchiness, red. I have had it for years on and off looks like spots not risen?

Psoriasis or. some kind of allergic dermatitis especially if wear jewelry , nickle allergy or perfumes ? but could be fungus espec. if fine scales, try otc lamisil cream 2x/d for 1-2 months and topical hydrocortisone cream but only 2weeks/month and if not gone see dermatologist. scrub, clean well in shower with soap/water. if you have a family history of allergies could be it. My 2 year old has red itchy spots at the base of her neck. I've checked for lice and didn't find anything. It's been there for over a month now.?

Rash. Rashes are best seen. It could be mild eczema. It could be an allergic reaction to something. A new soap or shampoo? It does not sound serious if it has been there a month.
