In brief: POSSIBLE

It is possible not to hear heartbeat @ 7 weeks if: wrong dates or technical difficulty.
If you have no symptoms of miscarriage then a repeat ultrasound in 1-2 weeks may give you the answer.

If i do a vaginal ultrasound at 7 weeks gestational age, and see a fetus with a Crown Rump Length equivalent to 7 weeks gestational age then my dates are correct, and a fetal heart beat should be seen 100% of the time. I always send the patient to the hospital to confirm fetal demise. There are rare cases where technical difficulty's make it advisable to repeat the ultrasound in 1-2 weeks.
