In brief: Yes

Hernias in infants must be fixed.

In brief: Hernia in 1yr old

You did not say what kind of henia he has.
If it is inguinal hernia, which is in the groin area, that should be operated by a pediatric surgeon. But if it is umblocal hernia which is at the site of belly button, that does not need to be done at this age, because as the baby grows and gets stronger the hernia corrects itself most of the time by the time the child is 8 years old.
