In brief: Fairly quickly

At one time hermia patients were kept in bed for one week to let the hernia heal.
Now inguinal hernias are done outpatient and patient can travel in a day or two as long as pressure is not exerted on the wound.

In brief: 1-2 weeks

After an open hernia, it is best to wait 1-2 weeks after surgery as long as everything goes smoothly.
The key is being off of pain medications. Also depends on the size of the inguinal hernia so speak to your surgeon.

In brief: It depends

It is safe to travel almost immediately after surgery, but don't expect to drive for a few days until the pain improves and you can use your legs well.
Air travel is fine right away, but you will be uncomfortable for 5-7 days and sitting for long periods without getting up to stretch isn't advisable.
