In brief: As soon as U like

Once any lingering pain and discomfort frim the delivery has subsided.
Many women just don't feel in the mood for a while after the baby comes, but various people are different, so go for it, if you feel like it.

In brief: That depends

Usually you are supposed to wait 4-6 weeks before having intercourse as it takes that much time for the uterus to shrink down and for the cervical os to close so you do not get a uterine infection.
If you are talking about having an orgasm by other ways, than that will depend on whether you had a c-section or any kind of tear or laceration of or around the clitoral area, those areas must heal up.
