For faster hair growth can I consume 5000mg biotin , prenatal or folic acid , multivitamins, 3000mg fish oil pills daily? Is is safe?

In brief: Yes, safe but...

Taking all of the things you mention is quite safe.
However, there is no guarantee this will result in faster hair growth; if you are deficient in any of those (which is actually quite common) then it should help somewhat; if not deficient then it won't do much for your hair but may still have other health benefits. I would a avoid folic acid and use l-methyl folate instead . About 50% of people carry an abnormal gene, MTHFR which encodes for the enzyme mthfr which is an enzyme that is necessary for metabolizing folic acid. Further info about methylation, folate and MTHFR available at www.MTHFR.net. If you have an MTHFR mutation at the 677 or 1298 alleles , then you should see someone who specializes in this.
