In brief: Specific Learning

Disorders In Reading, Written Expression & Math begin during the developmental period, but may go undiagnosed till adulthood.
Impaired neurological functioning can occur at any age from tumor, trauma, infection, alcohol, drugs, toxins, degenerative & other disorders that affect the brain. Neuropsychological testing defines deficits in IQ, processing, memory, attention & executive functions.

In brief: Testing

Usually a psychologist or neuropsychologist with experience in diagnosing childhood learning disorders can easily accomplish this.
As with most diagnoses, good clinical history is a start, but developmental and academic history is also important. An iq test, achievement testing, and processing tests are used, though additional tests may be suggested to rule out adhd, language disorder, etc.

In brief: TESTING

Your primary care doctor can refer you for 'neuro-psych' testing.
These tests are usually done after a brain injury but can be done to 'get a baseline' function.

School psychologist can also test for learning disorders. With adults you can consult with a psychologist who has training in psychometric testing.
