Is it ok to have a tattoo over strech marks, which starts from the beginning of the bicep and half way to the armpit?

In brief: Sure
There is no real problem with where you have the tattoo.
The only thing to worry about is that the process producing the stretch marks still exists. You could experience distortion of the tattoo with skin stretching and change. Next thing you know, the naked biker chic looks like a melted gumby crime scene.

In brief: Yes,but
Tattoos are difficult to remove so make sure that you are sure about your decision before you proceed with large tattoo.
There are effective ways to improve stretch marks that do not involve tattooing such as laser or carboxytherapy. Both offer 50 per cent or more improvement in appearance of stretch marks.
