Is it ok to have a tattoo over strech marks, which starts from the beginning of the bicep and half way to the armpit?

There is no real problem with where you have the tattoo.
The only thing to worry about is that the process producing the stretch marks still exists. You could experience distortion of the tattoo with skin stretching and change. Next thing you know, the naked biker chic looks like a melted gumby crime scene.
