Many possibilities. Any of several skin conditions could cause this. Although people often assume insect bites, it's an uncommon cause. But I do wonder about scabies, or perhaps pubic lice (crabs). See dermatologist. While my first thought is that this is a variety of lichen planus, you need to see a dermatologist for two reasons: first is to ascertain the correct diagnosis. Second: lichen planus may be associated with a number of underlying problems, including toxicity from medicines that you are taking and hepatitis C.
