Over the couter allergy meds that include, claritin, and zyrtec are quite safe if you give 5 year old in the recommended dose.Thats the reason FDA has approved these to be sold over the counter for children as old as 5 years old

In brief: Yes
Zyrtec (cetirizine) is ok.
The usual dose for a 5 year old is 5ml (5 milligrams) of the liquid zyrtec (cetirizine) or one chewable 5 mg tablet.
