My son is 9 months old and has had 5 ear infections. Every time he has a running nose it ends up causing an ear infection. Does he need tubes?

In a 9 months old with 5 ear infections seem like he has a persistence otitis media.
I would recommend you take him to a pediatric otorhinolaryngitis specialist and discuss if he will benefit from the tubes.But having said that you need to suction his nose after using saline nose drops to keep his eustacian tubes patent to prevent him from getting ear infections.Discuss with ped ENT doc.
