Albinism.Org.Uk/docs/sunsheet.Pdf for the majority of skin types (2-6) spf of 15 is fine; for the most severely prone to burn (never tans kind of skin) spf of 25 is recommended. This fact sheet also reveals that albino individuals (who lack all capacity to make the skin pigment necessary for tanning) also need only 25 spf.

If there will be exposure for more than 5-10 minutes, spf of at least 15 or preferably 30 makes sense, with frequent reapplication -- find a sunscreen made especially for children, in an effort to reduce the exposure to unneeded additives. Apply the sunscreen at least 30 minutes in advance of possible sun exposure.
