In brief: Depends

Depending on the area, some municipalities have certified water systems & some do not.
The final distribution point can also be a factor. Just because an area has a certified supply does not mean a site has not developed issues within its plumbing. If you have a question while traveling, look for the water quality signs posted at city entry, check with hotels or use bottled water.

In brief: Not everywhere

Water is generally safe in the us, however different municipalities have differing levels of safety standards.
The reservoirs that contain the water may be subject to environmental changes that depend upon rainfall in the previous season, and the suitability of the plumbing in housing may have a wide variety of effect upon what leaches into your tap water. You can check on the web for your locale.
