All people show signs of anything, if you extend the definition widely enough.
But adhd kids have a pervasive, chronic deficiency of executive brain function. The problem is there almost all the time. If a normal child forgets her homework one day, or is impulsive another, then they are still normal, and would not meet the clinical or neurological criteria for adhd.

Although all children could at times be impulsive, inattentive or even hyperactive , the key difference is that in adhd/add these symptoms are causing significant impairement (affecting every day life), thus it is important to obtain a thorough history and do a proper assessment before assignong a diagnosis or initiating treatment.

Children with add/adhd are unable to consciously controll these behaviors and do them much more than occasionally . And these behaviors tend to be disruptive in their daily lives.
