In brief: Shouldnt

Probably has no effect.
The best treatment for blackheads is long term use of prescription tretinoin or adapalene. If you can only use over the counter products and cannot go see a doctor, you will benefit from over the counter products with salicylic acid. A procedure called dermasweep has given my patients good results, too.

In brief: Seems unlikely

It depends somewhat on the ingredients of the soap.
Certain things are considered 'comedogenic' or potentially pore-blocking, including mineral oil, petrolatum (plain vaseline), and others.
