In brief: Almost always

Some types of ovarian cysts must always be removed, such as cancer.
Fortunately, most ovarian cysts are not cancer. Small cysts rarely cause problems and are temporary. Large cysts of endometriosis are highly associated with infertility. If the cyst is larger than 3 cm and persists for several months, your surgeon can remove it and search for other causes of infertility at the same time.

In brief: Some cyst are normal

I agree with dr murray's answer, but wanted to add that cyst formation is also a component of normal ovarian function.
In fact, ovulation requires formation of a cyst. Frequently imaging studies comment on the presence of cyst, but that does not necessarily mean they are abnormal.

In brief: Probably

All women with working ovaries have natural cysts in their reproductive lifetime.
Cyst is a general term meaning a fluid-filled sac anywhere in a body. A challenge can be sorting out which ovarian cysts are normal and which not. Some can be a fertility issue but the majority aren't. Your doctor can help you sort this out better.
