In brief: Pretty much
Milder forms such as aspergers are treatable.
The experience and training of the child psychiatrist really matter. As does a supportive environment.

In brief: Depends on normal
A child with mild autism will have some defecits in intelligence and social behavior. He/she may not fuction well in regular society.
That being said, it is quite possible that sich a person will find a niche in society and be happy and lead a productive life for themselves.
