Could a blepharoplasty surgery benefit/improve the way these eyes look?

Usually. Blepharoplasty usually elevates the lids from covering the pupil and can remove and smooth out excess skin of the upper lids (sometimes also lower). The appearance will be improved if that is all that is wrong.
Blepharoplasty. I can't seem to see any photographs. A blepharoplasty is a great procedure to rejuvenate the eyelids especially if there is puffiness or excess skin.
