Is sex ok when you have an intrauterine device (iud) coming out through the cervix?

In brief: IUD

With iud's, a wire or string is attached and does hang out the cervix.
Sex is fine in that case. If the iud itself is coming out of your cervix, you need to see your gynecologist for an exam before having sex.

In brief: Yes.

That is where iuds come out.
It prevents pregancy, but does not protect against sexually transmitted diseases.
