Exhibitionism in its diagnostic form involves the recurrent (at least six months) sexually arousing fantasies, urges or behaviors involving the exposure of one's genitals to a stranger. And for it to be considered a mental disorder, the person has had to have acted on these urges or fantasies which might cause marked distress or interpersonal difficulties.
Otherwise, it might just be showing off.
