In brief: Taffy apple

A good old taffy apple does the trick. Don't forget the tooth fairy.

In brief: Baby Teeth

Everything sounds perfectly normal! when a primary (baby) tooth becomes loose, the tooth is only attached to the gum by "threads" of gum tissue.
Your daughter has successfully started to remove her tooth, and no doubt, it will be out within the next few hours if she continues to "work it ". Be sure that she doesn't forget to put it under the pillow for the tooth fairy!
