Studies have shown no correlation between sebum levels and the presence or severity of dry skin.
Like any oil, sebum can mask the scaliness of dry skin without producing any actual change in the condition; but increasing sebum levels will not make dry skin go away. Use a good emollient lotion, applied right after bathing while skin is still moist.
