In brief: 15mL=1 tablespoon

1 teaspoon (the smaller spoon) is equal to 5ml and 1 tablespoon is equal to 15ml, so 4 tablespoons would equal 60ml.
Hopefully you have spoons in your home or can get your hands on one to measure out the water for proper mixing. Best wishes.
