In brief: Maybe
The first months are troubled by narrow nasal passages & exposure to dust, fragrances, smoke & other irritants.
Baby tries to flush these out of the nose with mucous but this often ends as congestion & produces rattling with breathing.Removal of nasal irritants helps. There are rare structural abnormalities that are easily excluded by exam that might require surgery.I've seen 1 in 4 decades.

In brief: Nasal congestion
Baby needs to be evaluated by ear, nose and throat specialist if your pediatrician can't find out what the problem is.
There are many possibilities. A normal baby should not have a problem breathing through the nose.
