I have been taking my children outside a lot lately. As a result, I think I have flea bites on my legs from neighbor's dogs. How can I treat these?

In brief: They go away alone
Flea bite reactions resolve spontaneously.
No need to anything except relieve itching if present.

In brief: Insect repellant
Use insect repellant , treat flea botes with Hydrocortisone cream, and discretely discuss with neighbor possibilty that dog has fleas so they their home does not become infested with fleas.
They may end up getting bitten by fleas from animal

In brief: Flea bites
The best way to reduce the itch from flea bites is a combination of otc Hydrocortisone cream applied to the bites twice daily, and an oral antihistamine such as Benadryl (diphenhydramine) at bedtime.
If Benadryl (diphenhydramine) is too sedating, otc claritin, allegra, or zyrtec may also help.

What is the best treatment if the kids get bites?

I would recommend the same, but be mindful of pediatric doses for the oral medications.
