In brief: Dry skin.
"cracking" is usually an indication of dryness, or "xerosis".
Try a milder soap, preferably one in liquid form (bar soaps contain animal fat and can be irritating). And right after bathing, apply a gentle moisturizing lotion, while the skin is still damp, to lock in the moisture. If that doesn't work, something else (like atopic dermatitis) may be going on, and you should see a dermatologist.
